Regiotaxi Holland Rijnland

Holland Rijnland is a cooperation body of 12 municipalities in the provinces of Zuid-Holland. The area is inhabited by approximately 400,000 inhabitants and includes, among others, the municipalities of Leiden and Katwijk. Since April 2010 Holland Rijnland was enlarged with three new municipalities, among which is Alphen aan de Rijn.

Balancia assisted Holland Rijnland with the introduction and the tender of Regiotaxi Holland Rijnland which in operation starting from January 1st, 2011.

Regiotaxi is a form of public transport which is operated with (shared) taxis. Until 2010, there were two different Regiotaxi systems with different regulations in this region. The most important traveller segments in these two systems were those who are eligible under the Social Support Act (in Dutch: Wet Maatschappelijke Ondersteuning/WMO). One system was chosen for the Holland Rijnland region for an unambiguous regional public transport system with clearer tariff for the travellers. As an outcome of the OV-visie Holland Rijnland (public transport vision Holland Rijnland), Regiotaxi Holland Rijnland was considered as complementary to the existing regular public transport in the region.

Balancia was involved in the whole process (started in October 2009), among others were dialogues with different involved parties, drawing up the framework memorandum and the tender documents, and assisting in the decision making process during the tender process. The tender took place in mid 2010 in which Balancia also assisting the awarding committee and the selection of submitting parties.

In the process, intensive cooperation occured between Holland Rijnland and the representatives of the 12 municipalities. Balancia carried out this task in association with Conquist.
